Unexpectedly to Tylenol, Shiller did not counter this statement; he just nodded and said, "Yes, but that was in the past."

Tylenol frowned, and then he heard Shiller say, "I have read in previous combat reports that we have rarely ever won a battle against the Yellow Lantern Corps?"

"Including this time in Gotham, I watched firsthand, after the energies of the Yellow Lantern swept the sky, all the Green Lanterns fell."

"Excuse me for being blunt, but isn't this problem already apparent enough to see with the naked eye? Hasn't anyone considered investigating what's really going on behind it?"

Touching his chin, Tylenol said, "Actually, I was a bit puzzled too, but didn't speak out for fear of demoralizing the troops. I don't know why, but when we encounter Yellow Lantern energy, we feel fear. That energy melts our Green Lantern energy, leaving us powerless."

"Considering the varying degrees of civilization among the Green Lanterns with different education levels, we need a training base, along with its related facilities and staff..."

"Additionally, we need to figure out why Yellow Lantern energy melts Green Lantern energy. Therefore, we need a team of experts to study this matter. They won't be able to conduct research out of thin air, so we need a research institute, and we also need to establish around 20 topic groups to prevent potential oversights..."

"In order to maximize research results, we can join forces with higher education institutions of various civilizations, offer internships to postgraduate students, provide classrooms, dormitories, laboratories, and related facilities and staff..."

"At the same time, the threat brought by Sinestro, who is still roaming the universe, cannot be underestimated. We need professional special agents to keep track of the movements of the Yellow Lantern Corps..."

"And the newly established special agent organization is like the Central Intelligence Agency; they have no enforcement rights within the sphere of interstellar civilizations, they are targeted at external enemies of the Green Lantern Corps, while also supervising, and issuing warnings to, the Green Lanterns within the Corps."

Seeing the change in Tylenol's expression, Shiller said, "That's right, this is really the Constabulary. Only, we build it first."

Tylenol opened his mouth and then said, "So, you mean, we can establish an organization to oversee ourselves first? But, if this organization is not under their control, they will not trust it."

"We don't need the Guardians of the Universe to trust this special agent organization. Once we establish it, it will have the same powers as the Constabulary."

"At that time, if the Guardians of the Universe propose to establish the Constabulary, it won't be us who will be most concerned, but this organization, because their rights will be reduced once there is an overlap in duties."

"Therefore, I propose that Hal leads the establishment of the special agent organization, giving him maximum authority. Pick the best from amongst all Green Lanterns, have them strike out independently, forming an elite troop to counteract the Yellow Lantern threat and to keep internal affairs in check."
