The civilizations of the Bi Star Cluster, led by the Pan Star Civilization, could no longer sit idly by after witnessing the Star Alliance colonize the Bi Star Cluster. On almost all of the newly occupied planets, he dispatched less than a hundred Bionic Humans as a garrison force, with no real Star Alliance citizens moving in to settle. The Star Alliance did not directly attack them but established outposts on several planets in the Bi Star Cluster, which made the civilizations uneasy and even led them to hold consultations with each other to discuss countermeasures.
In the end, it was the Pan Star Civilization that took the lead, forming a joint diplomatic corps with a total of twelve civilizations, which made contact with the Star Alliance warship still engaged in exploratory work in the Bi Star Cluster, hoping to talk with senior diplomatic officials of the Star Alliance.
Bai Zhongqi had no reason to refuse their request, so two weeks after occupying it, the Star Alliance's Foreign Affairs Department held a formal meeting with the civilizations of the Bi Star Cluster on Yujie Star.

The **** represented the mouth, through which they would directly transfer reproductive cells into the bodies of others.
In terms of appearance and habits, Pan Star people did not exactly align with the aesthetic and value system of the Primate Clan. However, the Pan Star people considered themselves to be an exceptionally beautiful and outstanding race and possessed a rather strong sense of xenophobia. They refused to share their civilization with any other race and rejected extensive interactions, cooperation, and settlement agreements with other civilizations.
In the past, the Pan Star was very dominant within the Bi Star Cluster. Although they did not invade any civilizations actively, they have used intimidation to drive several civilizations away and monopolized a habitable planet and some resource planets for themselves. The Pan Star took a rather indifferent approach to trade and didn't pay much attention to other civilizations ranking lower than themselves.
But things were different now, as a more powerful force than Pan Star had emerged, which could potentially sweep through the entire Bi Star Cluster, occupying all the unclaimed planets, and this was a cause for anxiety for Pan Star.

And it was here that the Star Alliance chose to establish a colony.

Therefore, the Pan Star Civilization had a fairly clear understanding of the Star Alliance's origins. They were aware that the Star Alliance came from the Danlu Interstellar Cloud and had defeated the unbeatable Teizene people, possessing a considerable Fleet.
The Pan Star Civilization's own fleet also consisted of nearly a thousand warships, and regardless of quality, it still paled in comparison to the Universe Army of the Star Alliance. Therefore, from the very beginning, the Pan Star Civilization understood that it was impossible to confront Iridium Star Earth civilization head-on, and both parties could only sit down and negotiate an acceptable outcome.
