If they had a chance, the one they'd most want to eliminate would be this unknown organization.
But would Raymond care?
Once Deadshot's wish was fulfilled, he'd leave anyway. And even if he didn't leave, wiping out the Court of Owls would only take him minutes.
The reason the Court of Owls inspired fear was because they stayed in the shadows, seemingly everywhere at once.
The enemy was hidden, they were exposed—of course people feared them.
But with Raymond, it was the opposite. He was the shadow. To him, they were the ones exposed in the light.

Two hours later, A.R.G.U.S. finally locked down Enchantress's location.
Rick received the intel and immediately led Raymond and the others toward the target.
But halfway there, the convoy suddenly came under heavy fire!
The fierce barrage forced Rick's men to fall back step by step, calling desperately for reinforcements.
"So, it finally begins…" Raymond, who had been waiting for this, didn't lift a hand to help.
He was waiting—waiting to see how it would unfold.
Soon enough, A.R.G.U.S. reinforcements arrived, driving the attackers off.
A fresh squad of armored vehicles then came to escort Raymond and the team to Enchantress's location.
This time, Harley Quinn still sat with Raymond in the same vehicle, alongside an old acquaintance—El Diablo—and the uneasy Captain Boomerang.
"Bloody hell! What's going on? Weren't we supposed to just deal with that witch? Since when were we taking heavy fire?" Boomerang cursed.
El Diablo stayed silent.
He was never much of a talker, and even during the earlier attack, like Raymond, he hadn't made a move—just sat there looking like an ordinary man.
"Fufufu, wasn't it exciting?" Harley said, thrilled, without a trace of fear.
"It is strange, though. We're helping A.R.G.U.S. carry out their mission, so why would someone attack us out of nowhere…" Raymond mused.
"Isn't it obvious? Must be A.R.G.U.S.'s enemies trying to sabotage them," Harley guessed.
"No… I think it might have something to do with your Puddin'." Raymond said thoughtfully.
Harley blinked, then suddenly realized. "You mean, his target was actually just you?"
"What do you think?" Raymond asked back.
"Emmm… I guess it's not impossible. With Puddin's personality, hitting A.R.G.U.S. wouldn't bother him." She tapped her chin. "But he should already know you're not even scared of those nano-bombs."
"Sending common thugs to hit you… all it would do is rack up A.R.G.U.S. casualties. That doesn't sound like him—it'd be pointless. Unless…"
