Temari might be mad but it wasn't his concern, if he had to be honest both Kankuro and Temari were just additions to Airi and they were far less important than her. They may have the potential of S class shinobi but they certainly won't reach it in this impoverished land.
As for him helping Temari ....there was no chance. He won't help Sunagakure, if Sunagakure truly wants to change their people's fate then they can put down their pride and become Vassals of Konoha.
The Senju clan definitely won't treat them badly, but since they were unwilling to do that, then clearly it wasn't their concern. But what did he get in return, as soon as he died these people pounced on his village like wolves and trampled on his sacrifice. So did they deserve help from Itsuki?
They should be lucky Itsuki wasn't invading their lands guns blazing, thus his inaction was already a kindness.
He didn't forget the assassinations they did on the Senju clansmen during wartime, specifically targeting the Senju clansmen to get rid of the clan due to their fear of another Hashirama rising up.
Thus he will just develop the Senju clan which in turn would develop Konoha and make it so strong and prosperous that the others could just watch in vain as Konoha gets richer and more powerful as they get weaker and poorer.
If they start a war hoping to suppress Konoha, he will send shadow clones to each battlefield and make Konoha win the war with a landslide. And he will loot these villages in the name of reparations.
Since they dared to attack Konoha, then they should be ready to pay the price as losers.
In a way he felt it was better for him to leave these leeches be, he could just loot them from time and leave them enough to feed their people. That way he could get extra cash from time to time, it was like an investment where he wasn't investing cash but rather deciding to not attack these villages thus sparing them.
And they will make money which he will take after a few years and this process will continue.
