Kazuki gave Jiraiya no face and coldly questioned:
"I know you don’t have any family, and you don’t care if the women in your family get peeped on. But can you put yourself in others’ shoes? How would you feel if someone was peeping on the woman you like? Would you be okay with that?"

Who doesn’t have female relatives? If this happened to you, could you accept it? What nonsense about gathering material—you’re just being sleazy. Peeping is peeping, don’t try to justify it with some high-sounding reason.

Jiraiya was at a loss for words, cursing inwardly. He certainly wouldn’t want the woman he likes to be peeped on. Besides, Tsunade’s strength is not something an average person could peep at... ahem, no, this shouldn’t happen at all.
"We’re all men here. Liking women isn’t wrong, but if you can’t control that restless nature of yours, it’s best to get a wife. I’m sure many women would be willing to marry you, lining up from the Police Force to the village gate."

If it weren’t for the fear of offending Jiraiya, many would have laughed out loud by now.
"Nonsense."
Jiraiya blushed with embarrassment. Kazuki’s sarcastic questioning made him so uncomfortable that he felt like digging a hole in the ground with his toes to hide in.
"I, Jiraiya, the great Toad Sage, would be short on money?"
"If you have money, why peep? Or do big shots have some unspeakable hobbies? The Hokage likes to watch through his crystal ball, and you dig a hole in the wall. Do you know that once this is discovered, people will complain? And it’ll be us who suffer."
Good grief, you peep on others bathing, and once caught, you leave, and we in the Police Force take the blame. The victims would push the fault onto us, thinking it’s our patrolling failure.

What made it worse was the contemptuous and disgusted look from Izumi, a female, staring at him. No matter how big a person you are, doing such things would earn women’s contempt and disgust, even if Izumi was only ten years old.
"Alright, I was wrong. I won’t peep again, okay?"
Jiraiya raised his hand, admitting defeat. He couldn’t win against this kid’s mouth.
"If apologies worked, why would we need the Police Force?"
Kazuki didn’t accept Jiraiya’s apology:
"I’ve heard of your glorious past, sneaking into women’s baths as a child and being chased out, using Earth Release to get into onsen inns when older, and stealing restricted jutsu from bookstores under your teacher’s name. You keep promising to change, but have you?"
Kid, I suspect you’ve investigated me!
Jiraiya was furious: "Then what do you want? Arrest me and lock me up in the Police Force?"
He couldn’t win in a verbal fight, and his promises were not believed. What else could he do? Run away?
Kazuki cut off Jiraiya’s escape plan:
"If you dare run, I’ll post a notice in the village, exposing your deeds."
"Then what do you want? Just say it!"
Jiraiya felt he was going crazy.
Where did this annoying Uchiha kid come from? So irritating.
What should he do?
Kazuki actually didn’t have a great solution either. Given Jiraiya’s special status, he couldn’t be arrested or reprimanded harshly.
What’s more frustrating is Jiraiya’s thick skin. He could promise one moment and then continue peeping at another place the next.
"Swear an oath. If you do it again, you’ll never get it up and will only be interested in men."
"Pfft~~"
Jiraiya nearly spat out blood: "Kid, don’t go too far."
Everyone else was dumbfounded, even Izumi was shocked. She wanted to ask: Captain, isn’t that curse a bit too harsh?
"Damn kid, are you poisoned? I’ve already promised no next time, what more do you want? Why don’t you swear such an oath yourself?"
"Me?"
Kazuki blinked and then raised his hand:
"I, Uchiha Kazuki, swear that if I peep on women bathing, I’ll never get it up and will only be interested in men. Your turn, sir."
An oath?
Nonsense, I, Uchiha Kazuki, would never do such shameless things.
Jiraiya: "..."
Jiraiya was utterly defeated.
"Itachi, prepare to notify the Police Force and issue a public notice about today’s events, leaving nothing out."
"No, I’ll swear, I swear!"
Jiraiya panicked. He underestimated Kazuki’s persistence and didn’t expect him to dare swear such a harsh oath.
Thinking about never getting it up and only being interested in men, Jiraiya shivered and instinctively clamped his legs together.
"I, Jiraiya, swear never to peep on others bathing again. If I do, I’ll never get it up and will only be interested in men."
"Is that enough, kid?"
Jiraiya practically ground out the words through clenched teeth.
"Sir, as you wish."
Kazuki waved his hand and led his team away. As for whether Jiraiya would reoffend, it’s best he or the Police Force don’t catch him, or today’s events would be publicly posted.
It depends on whether Jiraiya’s skin is thick enough to ignore everything.
Jiraiya didn’t get to enjoy his material for long before being caught and berated, making him doubt life. After being forced to swear an oath, he left, dejected.
"Captain, won’t this..."
Itachi hesitated: "After all, he is a big shot, a hero of the village."
