"What does this have to do with order? Isn't Rata Town a product of imperfect order?", Gion raised her question. After becoming familiar with Rosse over the past few days, she knew he didn't want a yes-man. If she had doubts, she could ask at any time.

"That's not wrong. Rata Town is indeed a dark zone formed due to imperfect order. But such dark zones can only exist in areas lacking order. That's the significance of order."

With Dragon's strength, even at his peak, it would be tough to surpass him, let alone overthrow the Navy and the World Government.

The foundation of establishing a new order is to overthrow the old one.

Even if the Navy stood by and watched Dragon promote his new order, the World Government alone had enough power to crush the entire world.

He had stayed in Mary Geoise for a while, and because of Rosse, plus Saturn's silent approval, he had learned many of the World Government's secrets.
