Ryuya profited immensely from this, making Water 7 a lucrative venture. He further decreed that gold would be accepted as payment alongside Beli for shipbuilding, a highly attractive proposition for many pirates.
This decision triggered an unprecedented shipbuilding boom. Pirates flocked to Water 7 to commission luxury vessels, many wealthy individuals paying in gold, delighting Ryuya.
The Navy, of course, observed these developments. Sengoku even sent Aokiji to attack Water 7, hoping to subdue or destroy it.

Iceburg remained, managing the city's affairs due to his competence.
At the summit, Ryuya sat in the central seat, Kuina beside him, while Enel, Weevil, and Ace stood below.

Ryūjin Jakka appeared in Ryuya's hand, its blade reversed to create a four-sided wall of fire—not hot, but capable of containing their abilities and preventing the destruction of buildings.
Enel, crackling with electricity, looked imposing. Ace, unfazed, told Weevil, "Give him a good lesson."
Weevil, his asymmetrical body moving strangely, approached Enel, his immense power radiating, his massive blade gleaming with Armament Haki.
He swung down, cracking the ground. He continued his attack, slicing sideways.
Enel, using his powers, moved behind Weevil, but was still hit.
His quick reflexes prevented decapitation.
Ryuya, using his advanced Observation Haki, already knew the outcome, smiling slightly.
Enel, though battered, remained defiant, unleashing Thunder God—his most powerful technique, arguably an awakened ability—a terrifying attack.
