Due to the urgency of the situation, Cain didn't stop to observe too much. Under the guidance of the police officer leading the team, he quickly headed toward their target Gyarados.
"Observe the situation before attacking. I'll have my Pokémon keep Gyarados busy. If possible, use Electric- or Rock-type Pokémon, as they can deal more damage," explained the officer in charge before throwing his Pokéball. A Tentacruel appeared in the water, immediately wrapping itself around Gyarados.
This Gyarados wasn't as strong as the one Officer Jenny was facing. Its level was 28, and its quality was yellow.
However, due to its enraged state, its attack power had increased slightly.
Cain, not wanting to stand out, had Slowpoke attack occasionally, ensuring that Gyarados wouldn't escape from the team.
While others worked hard to attack, the officer in charge showed signs of exhaustion and a lack of skill in directing the battle, as his forehead was covered in sweat. There were moments when Gyarados nearly managed to break free, but Cain ordered Slowpoke to intervene at the last moment, preventing the team from being defeated.
This situation was repeating in various parts of the beach. The gathered trainers had different skill levels, as did the police officers, who were barely managing to keep the Gyarados under control.
The ability to defeat them largely depended on the summoned trainers.
If a team failed to weaken a Gyarados within a reasonable time, the situation became dangerous.
Just as Cain and his team were about to defeat their Gyarados, another nearby team made a grave mistake, allowing their Gyarados to break free and begin attacking wildly, disrupting the surrounding battles.
Some people, overcome by fear, stopped directing their Pokémon, watching as Gyarados defeated the police officer's Pokémon on their team.
With the biggest obstacle out of its way, Gyarados headed toward Cain's team.
The members of Cain's team turned pale, frightened. Facing one Gyarados was already difficult for them; if two joined forces, the consequences would be disastrous, possibly leading to total defeat.
Just when they thought the situation couldn't get worse, two nearby Magikarp, stimulated by the battle, suddenly evolved into Gyarados. Once they adapted to their new bodies, they would also join the fight, further aggravating the situation.
Cain, frowning, looked at the officer, who was equally surprised and disoriented, and said, "I'll take care of that Gyarados. You continue with this one."
Before the others could react, Cain and Slowpoke left the battlefield and headed toward the Gyarados.
As they approached, Cain obtained this Gyarados's data.

This Gyarados had a light green capacity, which explained why it had managed to defeat the entire team.
Not everyone could see a Pokémon's level and capacity like Cain, so the selection of Gyarados to combat was based on the police officers' subjective assessment. Most of the time, it was fairly accurate, but sometimes not, as in the case of this Gyarados.
Gyarados, seeing someone in its way, already enraged from the battle, completely lost reason. It opened its enormous mouth, and a yellow light began to concentrate inside it.
"Slowpoke, use Protect. Gastly, Confuse Ray."
Faced with Gyarados's most powerful attack, Cain remained calm, giving quick orders to his Pokémon.
Gastly, who had been hiding in Cain's shadow, immediately appeared, sending a small light orb toward Gyarados.
Slowpoke, on the other hand, created a light green energy shield around its body just as Gyarados's Hyper Beam was about to hit them, fully absorbing the impact of the attack.
After releasing its Hyper Beam move, Gyarados was momentarily weakened. Gastly's Confuse Ray affected it, temporarily blinding it.
If not for the fact that Gyarados needed time to recover energy after using Hyper Beam, it would probably have launched another devastating attack in all directions, without regard for whether it hit foes or allies.
"Slowpoke, use Psyshock, then Calm Mind. Gastly, use Shadow Ball."
Cain knew that after using Hyper Beam, Pokémon needed time to recover, giving them an opportunity. Although Gyarados was blind and out of control, it still had the capacity to move and attack instinctively.
Gyarados, blinded and enraged, thrashed violently in the water, causing huge splashes and waves that affected nearby battles.
When Gyarados regained its sight, the effect of Gastly's Confuse Ray began to wear off. Despite the level difference, it had managed to land a hit, which was surprising.
Upon regaining its vision, Gyarados locked its attention on Cain, instinctively identifying him as the weakest, and decided to attack him directly.
This time, Gyarados didn't use Hyper Beam but instead concentrated a blue water orb in its mouth and launched it toward Cain: Water Pulse!
"Slowpoke, use Water Gun reinforced with Confusion. Gastly, keep using Shadow Ball." Cain remained unfazed as he gave instructions to counter the attack.
Gastly continued launching Shadow Balls, while Slowpoke, after using Calm Mind, strengthened the Water Gun move with Confusion, sending a water jet that pierced through Gyarados's Water Pulse, hitting it directly in the face.
