Generally speaking, the term speed in Pokemon refers to two things: one is movement speed, the other is the speed of executing moves.
Abilities or traits that enhance speed boost both aspects, but the increase in move execution speed is slightly less compared to the self speed.
Even so, the doubling in speed brought by Chlorophyll is an extremely terrifying boost for Venusaur!
Plus, in the current Sunny Day, Solar Beam requires no charging, allowing it to be unleashed in an instant.
Charmeleon’s eyes reflected the light of the Solar Beam; at this distance, even if it could anticipate the attack, it couldn’t dodge it.
"Wrap yourself in Flare Blitz, then use Fire Punch inside to block it!"

Vileplume had wanted to use Synthesis before but was thwarted by Kirlia’s annoying Confuse Ray.
As for now... can you try another Confuse Ray on me? Or maybe a Teleport combined with Fire Punch?
You can’t pull it off, can you? Then just obediently watch Venusaur use Synthesis!
With Charmeleon’s speed, stopping Venusaur is impossible.
Ash’s face stiffened, finding himself on the receiving end of the opponent’s annoyance now. Under Sunny Day, Synthesis could almost fully restore Venusaur’s stamina, rendering their previous attacks futile.
How could a move like Synthesis be so irksome?
"Charmeleon, Fire Blast!!"
