So after having made sure that Seijuro could in fact hang with the big bois—yes, she sparred with him to test his level.
He was like low Jounin level without the seal and high Jounin with the seal, and since the seal had a cooldown period of like a couple weeks depending on how much chakra he used...
So he was roughly Special Jounin level, since he wasn't Jounin in all of his stats. Most physical stats weren't Jounin level, but anything Genjutsu or Ninjutsu related? Sure were.
One small weakness she did notice in his Genjutsu, though, was the fact that if the person he was trying to put under a Genjutsu had near-perfect chakra control, it was a bit hard for him.
He could still do it—just not as precisely as he would have wanted.
Anyway, after having dragged him to the camp, she told him to recover his seal.
So for the next 5 days or so, that was all he did. By the end of the week, his seal was back to full.
She was inside a meeting room. Everyone inside was a Jounin or Elite Jounin. Currently, there were like 10 or so Elite Jounin here and roughly 30 or so Jounin present. Why the low number, you ask?
Well, this is only one of the 3 battlefields Konoha had against Suna. So, heh, they were decently spread out. Also, Jounin weren't something a village could mass produce.
Anyway, enough about how Jounin are usually the peak of a nation's power, and more on Tsunade's 100 IQ plan for escape.
She was seen inside the meeting room, looking at a map. This was Suna's supply line—if their sources were correct. If they destroyed it, it would significantly weaken Suna, even more than Suna already was.
Weakest of the 5 great nations. Probably why it got the weakest Bijuu... the One-Tail.
But hey, not like they weren't creative. They started using puppetry, which was pretty good. Still, in the global scheme of things, what did the Sand have?
The Stone had perfect Jinchuriki, alongside very hard-to-maneuver terrain which made it hard to invade. Also, pretty good with ores.
The Cloud Village had the Eight-Tails, and the Two-Tails, plus they lived on mountains. Do you know how hard it is to conquer a nation that's on mountains?
They were, on average, better physically, and lightning style was their perk. From what he had heard, they also had the best type of women. Seijuro hadn't seen it with his own eyes, but oh well.
Then Kiri—the Seven Ninja Swordsmen, multiple Kekkei Genkai, surrounded by water. One could not ask for a better advantage. And as long as they didn't do some stupid shit like, I don't know, start killing Kekkei Genkai users and implementing brain-dead rules, they would be fine.
And even if they did, they'd probably still be stronger than Suna.
Then... there was Konoha.
Senju, Uchiha, Hyuga, Aburame, Inuzuka, Yamanaka, Nara, Kurama, the freaking Nine-Tails.
Plus, it was the richest nation by far. He will not go further, as any further description would come off as unneeded dick riding.
While Suna... was Suna. Seijuro was beginning to think the only reason it was part of the Big Five is because no one wanted to invade. Like really think about it—what strategic purpose would it offer to occupy Suna...?
You get sand... and more sand.
Enough Suna bashing—back to the plan.
"So, we've confirmed the puppet brigade led by Lady Chiyo is encamped near the Kisaragi Dunes. Her brother, Ebizō, is likely nearby, and they're prepping a flanking maneuver from the east ridge. If we let that happen, we'll lose too many men in one blow." Her voice was calm but firm, commanding absolute attention.
A veteran Jounin with grey streaks in his hair leaned forward. "Lady Tsunade, if we strike Chiyo head-on, we'll fall right into a trap. Her poison puppets are devastating in open combat."
"I'm aware," Tsunade replied, drumming her fingers once on the table. Then, she glanced to her right and said, "Which is why we'll be using a specialized asset."
The shinobi blinked. "Asset?"
She turned, not even raising her voice.
Everyone turned around, confused.
"...Who?" one Jounin asked.
Then, right behind Tsunade, a voice answered.
"What the hell—?!" one Jounin barked. "I didn't even sense him!"
"No one did," another muttered. "He wasn't flaring any chakra... there was nothing."
"I am Seijuro Kurama, a Special Jounin. Pleasure to meet you all."
Kurama... oh yeah, that clan. Wasn't Seijuro like, the Phantom of Konoha? Come on, he needed a better name than that. The Phantom of Konoha just wasn't sticking anymore.
Anyway, back to Tsunade's plan.
"Tomorrow, while our main force stages an approach from the south, Seijuro will infiltrate from the east. His job will be simple: find a chance, an opportunity when they are open, and inflict as much damage as possible."

When the Jounin looked at him, Seijuro simply said:
Seijuro's brow furrowed.
"Commander Tsunade, if I may ask, what are the likelihoods of the Raikage showing up?"
"He won't be there. This is a simple retrieval mission for Suna. He is far too busy on the northern front, making sure the Stone doesn't encroach on their territory," she said calmly.
"So, all I simply have to do is place them under a Genjutsu. With my current reserves, I will not be able to maintain the illusion for long," he said politely.
"30 seconds," was the time he was given.
30 seconds... he could 100% do this. Matter of fact, even if it was an hour, he could do this.
