Actually, the DEA does have Special Forces, nearly all law enforcement agencies in the United States do, and they have two.

The High-Risk Target Arrest Team (HEAT) and the precursor to FAST, the Snow Cap Action Team (OST).

Their training is identical to that of the famous 'SEALs', 'Green Berets', and the Air Force's Special Tactics Squadron.

Their equipment is top-notch, making them a pretty decent Special Forces unit, unclear to those who aren't familiar with them, of course.

But such titles, they're all damn worthless, self-bestowed identities out there.

If they were really that badass, why haven't they finished off the Mexican drug traffickers?

Victor thinks Americans just love to boast .

"Do we need to notify them?" Jonathan Pannier asked with raised eyebrows.

"Our Drug Enforcement Agency certainly should have that power, shouldn't it, being your armed forces abroad?"

It sounds easy enough, but the implication is pretty clear.

Your people aren't reliable, let me do it myself. But when I step out, I might get a bit arrogant, slapping the other side with a few quick moves if things don't go my way. Will you be able to cover for me then?

Jonathan Pannier is a smart man. He fell silent upon hearing this, his eyelids trembling intensely.

"You might want to ask your superiors about this first." Victor was rather considerate.

But in his heart, he sighed slightly.

Looks like the DEA isn't tough enough!

In the United States, who's the toughest? The Yankees' arms tycoons. Once my own power is sufficient, Victor thought about working with them privately. His main role will be to supply weapons to insurgent forces, while the tycoons provide the U.S. Military with weaponry.

Then the tycoons can argue for more funding to update their equipment, claiming the insurgents are too powerful, allowing him to make them even more money.

They'd surely be willing to let himself "show off" to a "certain extent."

This route actually suits him perfectly.

But the problem is, he's not strong enough just yet, and they certainly don't regard his limited forces highly.

Ruling two states of Mexico may sound impressive, but how different is that from an average guerilla squad?

To earn their respect, at the very least, you must wipe out all the drug traffickers in Mexico, ballooning your force to 200,000!

"I'll call the Director directly about this matter. He must agree. What you say makes perfect sense. Those guys in the U.S. Military are all in cahoots with the CIA," Jonathan Pannier said, his brows furrowed and his voice grave.

Victor nodded with a smile.

"Don't worry, only I will never betray our creed. All drug traffickers should be destroyed! May the azure skies endure forever!"
