External parties shouldn’t join in on the commotion when the two main forces were the ones fighting it out. In a fight where the boss argues with the second-in-command, the worst case scenario would be that they both perish; if the third or the fourth in line interfered, there was no saying that their safety would be guaranteed.
The Emperor has been very upset these few days since this was the situation that he had been most worried about. He had been prepared for this for many years.
